Filters UI should be clearer

Description
There should be more explanation in the Filters panel about what the fields mean and what values they can take.
Specifically:
1. The UI doesn't indicate that the Name field corresponds to the channel name in IRC. (I thought this was just the name of my filter, so I was typing a label here, which caused my filter to not match anything.)
2. The UI doesn't indicate that Pattern field supports regexes, nor that the regexes have to be inside slashes.
FAQ entry# 13 helps with this, but you shouldn't have to search for a FAQ to set up a simple filter.
