Is Smuxi able to show user states like op, voice etc.? I cannot see them.

Yes it is possible.
The reason that it is not shown by default to everyone is, that a certain package is not installed by default.
After installing the package:
smuxi-frontend-gnome-irc
(and restarting smuxi afterwards), it should show e.g.
@ for ops
or
+ for voice
in the user list
